Uganda Vocational and Technical Assessment Board (UVTAB)
Uganda Vocational and Technical Assessment Board (UVTAB) is a newly established national body responsible for the assessment and certification of competencies acquired through formal and informal Technical and Vocational Education and Training (TVET) in Uganda. Formed through the merger of the Uganda Business and Technical Examinations Board (UBTEB) and the Directorate of Industrial Training (DIT), UVTAB is set to transform the way vocational and technical education is assessed and recognized across the country.

Mandate and Objectives
UVTAB was established to harmonize all TVET assessment and certification processes under one umbrella, creating a more unified and efficient system. Its core mandate is to:
- Assess skills and competencies acquired from formal TVET institutions
- Certify skills obtained through informal and non-formal learning (such as apprenticeships, on-the-job training, and self-employment)
- Promote the Recognition of Prior Learning (RPL)
- Ensure that certifications issued meet national, regional, and international standards
The board works closely with vocational training institutions, employers, industry associations, and government bodies to ensure that its assessment and certification standards are aligned with labor market needs.
Assessing Both Formal and Informal Learning
One of the most significant strengths of UVTAB is its inclusive approach to skills assessment. While traditional education often focuses solely on classroom-based learning, UVTAB recognizes that many Ugandans acquire valuable skills outside formal education systems. These include:
- Mechanics and artisans who have learned on the job
- Hairdressers and tailors trained through apprenticeships
- Farmers and carpenters who have developed practical skills through experience
Through competence-based assessment, UVTAB offers these individuals an opportunity to prove their skills and receive nationally recognized certification, helping them access better employment or business opportunities.
Importance in Uganda’s Development
UVTAB plays a critical role in the implementation of Uganda’s Skilling Uganda Strategy, which aims to reduce youth unemployment by providing practical, employment-ready skills. By certifying competencies and raising the quality of vocational training, UVTAB supports the creation of a skilled and competitive workforce, essential for national development.
Additionally, UVTAB helps bridge the gap between education and employment, ensuring that learners are not only taught theoretical knowledge but are also assessed on practical performance — a key requirement in today’s job market.
Ensuring Quality and Credibility
To maintain high standards, UVTAB develops assessment tools, guidelines, and standards in collaboration with industry stakeholders. The assessments are carried out by qualified assessors in accredited institutions or practical settings, ensuring fairness, relevance, and credibility.
UVTAB also aims to support continuous improvement in vocational training by providing feedback to institutions and working with policymakers to enhance curriculum relevance and delivery methods.
The Uganda Vocational and Technical Assessment Board (UVTAB) is a forward-looking body designed to elevate the status of skills training in Uganda. By assessing and certifying competencies acquired through both formal education and informal learning, UVTAB ensures that all skilled Ugandans, regardless of their learning pathway, are recognized and empowered to contribute to the country’s growth. It marks a significant step toward a more inclusive, practical, and job-ready education system in Uganda.
