Why S.4 leavers should choose Technical Courses (TVET) path and not A level.
In Uganda, after completing Senior Four (S.4), students must choose between two paths: continuing with A-Level or joining a Technical and Vocational Education and Training (TVET) course. Pathways Within TVET for S.4 Graduates
Upon completing the Uganda Certificate of Education (UCE), students have two primary TVET options:
- National Certificate Courses: These are two-year programs examined by the Uganda Business and Technical Examinations Board (UBTEB). A National Certificate is equivalent to an A-Level qualification and can serve as a stepping stone to university education or eligibility for positions requiring a minimum of A-Level education.
- Directorate of Industrial Training (DIT) Courses: The DIT offers modular assessments leading to a Certificate of Competence in a chosen skill. Notably, there are no formal educational prerequisites for DIT assessments, making them accessible to a broad spectrum of learners, from those without primary education to university graduates seeking re-skilling. Training durations vary from three months to over a year, depending on the skill and certification level pursued.

- Immediate Employability and Entrepreneurship: TVET programs are designed to equip students with practical skills that are in high demand. Graduates can readily secure employment or initiate their own enterprises, fostering self-reliance and economic contribution. For instance, a graduate with skills in carpentry, tailoring, or electrical installation can start a business to support themselves and their families.
- Cost-Effectiveness and Accessibility: Vocational courses are generally more affordable than traditional academic programs. This affordability makes them accessible to a wider range of students, including those from low-income families who may not be able to afford the high cost of a university education. A typical National Certificate program costs about 500,000 Ugandan Shillings in tuition, compared to 1.5 million Ugandan Shillings for a university program, making vocational courses more manageable financially.
- Alignment with Economic Needs: Uganda’s economy, with its focus on agriculture and industry, requires a skilled workforce. There is a high demand for workers with vocational skills such as carpentry, welding, plumbing, electrical installation, tailoring, and masonry. By acquiring these skills, students can become highly employable and contribute to the growth of the economy.
- Flexibility and Inclusivity: The TVET system’s structure allows for inclusivity, accommodating individuals with varying educational backgrounds. Whether a student has completed primary education or holds a university degree, there are TVET programs tailored to meet their needs, promoting lifelong learning and continuous skill development.

TVET Opportunities for Different Educational Levels
- For UACE Graduates: Students who have completed the Uganda Advanced Certificate of Education (UACE) can enroll in National Diploma or Ordinary Diploma programs in their chosen professions, depending on the subjects they passed at A-Level.
- For PLE Leavers: Individuals who have completed the Primary Leaving Examination (PLE) are eligible to enroll in TVET schools to pursue either a Certificate of Competence from the DIT or the Uganda Junior Technical Certificate (UJTC) from UBTEB. The DIT training can be completed in less than a year, while the Junior Certificate training spans three years and is equivalent to the UCE.
